Once you reach level 15, you may buy a Pick Axe from the Storekeeper in Twin City at a price of 1,000 silvers.
You can also obtain one from the Warden in Jail if you've killed lots of other players.

What are ore and gems for?
Apart from selling the ore and gems, you can use euxenite in quests or for promotions.
Gold can be used to leave Jail, and complete quests too.
Items can also be socketed with gems.
